On October 2-4, 2007, the final findings and recommendations from the Future Communications Study (FCS) were presented at the first meeting of Working Group Technology (WG-T) under the Aeronautical Communications Panel (ACP) or the International Civil Aviation Organization (ICAO).
The meeting was held in Montreal Quebec Canada. The paper, titled "Future Communication Study – Action Plan 17 Final Conclusions and Recommendations Report," co-authored by Brent Phillips of the FAA, Jacky Pouzet and Nikos Fistas of Eurocontrol, and James Budinger of NASA, was presented under Agenda Item 5, FCS Technology Recommendations.
For the past 3 years, James Budinger led the FCS Technology Investigation for the U.S. team via a task order contract with ITT Corporation. Supporting detailed papers were presented by ITT, NASA’s contractor for the technology assessment. Collectively, the papers provide recommendations for each of the frequency bands to be used for safety critical air-ground communications through the year 2025 and beyond, and outline several actions to be taken over the next few years by the U.S. and European agencies and stakeholders to achieve these recommendations.
